1. Filing an Administrative Complaint (Grievance)
- If an individual wishes to challenge an administrative decision, they typically must first file a grievance (an internal administrative appeal) with the issuing authority or a higher administrative authority.
- After submitting the grievance, if the authority does not respond within 60 days, it is considered a rejection of the grievance, and the person may proceed to court.
- This grievance must generally be submitted within 60 days from the date the individual was informed of the administrative decision or became aware of it.
2. Filing a Lawsuit Before the State Council (Judicial Appeal)
- Once the administrative grievance is rejected, either explicitly or by implied rejection (i.e., no response within 60 days), the affected party has another 60 days to file a lawsuit before the Administrative Court (part of the Egyptian State Council).
